Request for Proposals to Purchase 63-65 Spruce St, Oneonta, NY Background: Opportunities for Otsego, Inc., working in partnership with the City of Oneonta, is seeking proposals from qualified buyers to purchase and rehabilitate select properties with the goal of creating affordable housing and revitalizing neighborhoods. A zoning variance has been issued permitting no more than two apartments. Required Rehabilitation of the Property: The purchaser will be required to rehabilitate the subject property to correct all deficiencies and substandard conditions. The required improvements, to be completed within one year, include: Conversion to no more than two apartments Replacement of exterior siding Installation of new roofing shingles Removal or replacement of all porches. Opportunities for Otsego will consider all aspects of the development proposal. Opportunities for Otsego will select the proposal which, in its judgment, best meets the goals of creating housing and neighborhood revitalization. Criteria which will be considered as part of the review process will include: Proposed purchase price Proposed investment in the rehabilitation of the property Nature of the proposed use Respondent s prior successful experience Other factors which Opportunities for Otsego may regard as being in the best interest of the City of Oneonta Credit and Property Tax Checks Respondents, be they individuals or businesses, must agree to allow Opportunities for Otsego to conduct customary credit reviews and verification of property tax currency. Such reviews of businesses will include all principals. Proposals may be rejected from parties with a history of delinquent or untimely payment of property taxes and/or unfavorable credit histories. This requirement applies to all entities in which the respondent has an interest. Tax records may be reviewed again prior to closing. Asking Price The minimum purchase price that will be considered for this property is $45,000. In addition to the amount of the purchase offer, the purchaser will be responsible to reimburse Opportunities for Otsego for its legal fees and all closing costs. The Purchaser will pay all fees and expenses that are customary to closings for residential properties.
