Constitution Pipeline Company, LLC Notice of Application - Constitution Pipeline SRBC Pending No. 2014-074, Town of Sidney, Delaware County, New York Notice is hereby given that on November 7, 2014, Constitution Pipeline Company, LLC (Constitution), 2800 Post Oak Boulevard (77056), P.O. Box 1396, Houston, Texas 77251-1396, Pipelineexpansion@williams.com, (713) 215-2491, has filed an application (SRBC Pending No. 2014-074) with the Susquehanna River Basin Commission (SRBC) for surface water withdrawal. Constitution has proposed to withdraw up to 9,468,000 gallons from Ouleout Creek at a location on property owned by Laurie Sherwood (tax ID number 74.-1-31.12) in the town of Sidney, Delaware County, New York. The water will be used for hydrostatic pressure testing of the proposed Constitution Pipeline to verify the integrity of the pipeline. The proposed 30-inch-diameter, buried natural gas pipeline will originate in northeastern Pennsylvania within Susquehanna County and cross into New York in Broome County, continuing in a northeasterly direction through Chenango and Delaware Counties before terminating in Schoharie County.
