NOTICE OF SPECIAL DISTRICT MEETING, PERSONAL REGISTRATION AND AVAILABILITY OF ABSENTEE BALLOTS Roxbury Central School District, Delaware and Schoharie Counties, New York The Board of Education of Roxbury Central School District, Delaware and Schoharie Counties, New York, HEREBY GIVES NOTICE that a Special District Meeting of the qualified voters of said School District will be held in the Gymnasium at the Roxbury Central School, in Roxbury, New York, in said School District, on the 9th day of December, 2014, at 3:00 o'clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the proposition hereinafter set forth. Polls for the purpose of voting will be kept open between the hours of 3:00 o'clock P.M. and 9:00 o'clock P.M., Prevailing Time (and for as long thereafter as necessary to enable qualified voters present in the polling place at 9:00 P.M. to cast their ballots). The proposition is as follows: PROPOSITION Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of Roxbury Central School District, Delaware and Schoharie Counties, New York, is hereby authorized in connection with the capital project approved by the voters on May 20, 2014 to reconstruct School District facilities, including original furnishings, equipment, machinery, apparatus, appurtenances, site improvements, and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $5,000,000, with $1,000,000 to be expended from current available funds, and that the remaining $4,000,000 or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law, and in anticipation of such tax, obligations of said School District shall be issued. SEQRA STATUS OF PROJECT: The School District Board of Education is acting as lead agency under the regulations of the State of New York, promulgated under the State Environmental Quality Review Act ("SEQRA"). The building capital project hereinafter described has been determined on March 14, 2014 to be a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which as proposed, based upon the definition thereof, will not result in a significant environmental effect. NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the School District Clerk between the hours of 9:00 A.M. and 4:00 P.M. Monday through Friday, except holidays. Any such application must be received by the District Clerk at least seven (7) days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk in said office no later than 5:00 P.M. on December 9, 2014. A list of all persons to whom absentee voter's ballots shall have been issued shall be available for public inspection in the office of the School District Clerk not less than five (5) days prior to the date of the Special District Meeting during regular office hours until the date of the aforesaid Special District Meeting. In addition, such list shall also be posted conspicuously at the place of voting during the hours of such Special District Meeting. Any qualified voter may submit a written challenge to the qualifications of any person whose name appears on the list of absentee voters and provide reasons therefore known to the Inspectors of Election before the close of the polls. FURTHER NOTICE IS HEREBY GIVEN that personal registration of voters is required either pursuant to section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election. If a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register. AND FURTHER NOTICE IS HEREBY GIVEN the Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to section 2014 of the Education Law, on Wednesday, December 3, 2014 at the Roxbury Central School between the hours of 4:00 P.M. and 8:00 P.M. to add any additional names to the Register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to section 2014 of the Education Law will be filed in the Office of the Clerk of the School District in Roxbury Central School, and will be open for inspection by any qualified voter of the District beginning on Monday, December 8, 2014, between the hours of 9:00 A.M. and 3:00 P.M., prevailing time, on weekdays, and each day prior to the day set for the election except Sunday, and at the polling place on the day of the vote. AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to section 2014 of the Education Law of the State of New York, the Board of Registration will meet on Thursday, December 4, 2014, at 5:00 P.M., prevailing time, at the Roxbury Central School to prepare the Register of the School District to be used at the election to be held on December 9, 2014 and any special district meetings that may be held after the preparation of said Register, at which time any person will be entitled to have his or her name placed on such Register provided that at such meeting of said Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after December 9, 2014.
