MAIN JOPLIN, MISSOURI 64801 DATE OF PUBLICATION February 15, 2015 TO: ALL INTERESTED AGENCIES, GROUPS AND INDIVIDUALS This is to give notice that the City of Joplin has conducted an evaluation as required by Executive Order 11988 for floodplain management in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determination on Floodplain Management, to determine the potential affect that its activity in the floodplain will have on human environment for Community Development Block Grant under Title 1 of the Housing and Community Development Act of 1974 (PL-93-383) The proposed project is located at the following locations: Delaware Ave. (18th St. to 15th St.) 10 curb inlets, 1 storm manhole, 175 LF of 36 in. RCP, 625 LF of 24 in. RCP, 625 LF of RCP, 165 LF of curb and gutter and 10 SY of sidewalk will be constructed. 75 SY of pavement removal and replacement will be completed. 21st St.&New Jersey Ave. 7 storm manholes, 2 curb planters, 600 LF of 42 in. RCP, 478 LF of 36 in. RCP, 340 LF of 15 in. RCP, 32 LF of curb and gutter will be constructed with 20 SY of pavement removal and replacement will be completed. 15th St.&Murphy Blvd. 13 curb inlets, 3 storm manholes, 175 LF of 42 RCP, 250 LF of 36 in. RCP, 350 LF of 30 in. RCP, 300 LF of 24 in. RCP, 350 LF of 18 in. RCP, 140 LF of curb and gutter, 10 SY of sidewalks will be constructed and 140 SY of pavement removal and replacement will be completed. Lyndell Place to Patterson Avenue and upstream of 24th St. and Patterson Ave. 1 curb inlet and 355 LF of 18 in. RCP will be constructed and 50 SY of pavement removal and replacement will be completed. Delaware Ave (20th St. to 22nd St.) 10 curb inlets, 4 storm manholes, 215 LF of 36 in. RCP, 1,275 LF of 24 in. RCP, 270 LF of 18 in. RCP, 140 LF of curb and gutter, 15 SY of sidewalk will be constructed with 90 SY of pavement removal and replacement completed. 22nd St. (Connecticut Ave. to Rangeline Road) 7,300 LF of Curb and Gutter, 4,000 S.Y. of 5 ft. by 4 in. sidewalk, 346 of 4 ft. by 8 in. sidewalk will be constructed. Texas Ave.&Arizona Ave. (20th St. to 22nd St.) 11 type 8 inlets, 10 tree box inlets, 7 gutter crossings, 489 LF of 36 in. RCP/HDPE, 774 LF 30 in. RCP/HDPE, 878 LF 24 in. RCP/HDPE, 62 LF. 15 in. RCP/HDPE, 1,597 LF curb and gutter, 1,766 SY of 5 in. sidewalk will be constructed with 170 SY of pavement removal and replacement and 1,151 SY of driveway removal and replacement. 16th St. and Highview Ave. 2 4 in. X 4 in. junction boxes, 11 curb inlets, 3 gutter crossings, 915 LF 24 in. RCP, 168 LF 15 in. RCP. 1,200 LF of curb and gutter, 693 SY of 5 ft. sidewalk 4 in. thick, 101 SY of 5 ft. sidewalks 8 in. thick, 1 box culvert extension, 20 LF of handrail will be constructed with 200 SY of pavement removal and replacement. The completed project will add or replace sidewalks as well as improve drainage of the area. Flood mitigation will be accomplished by installing an engineered stormwater conveyance system designed to City of Joplin standards. The stormwater conveyance system will consist of curb and gutter, ditches, inlets, pipes and culverts. For each project stormwater management reports with supporting calculations will be completed. Where improvements within the floodplain are planned the required No Rise Certification and supporting technical data based on the standard step backwater model will be used to develop the 100 year floodplain. The flood mitigation will be designed so that 100 year flood will not rise and could decrease in elevation with stormwater conveyances designed to improve the rate of flow so that flooding of intersections and portions of the street should happen less frequently. There are three primary purposes for this notice. First, people who may be affected by activities in the floodplains, those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
