(First Published February 17, 2015) Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain City of Joplin 602 South Main Street Joplin, Missouri 64801 417-624-0820 TO: All interested Agencies, Groups and Individuals This is to give notice that they City of Joplin has conducted an evaluation as required by Executive Order 11988 for floodplain management (in accordance with HUD regulations as 24 CFR 55.20 Subpart C Procedures for Making Determination on Floodplain Management) and has determined that the following proposed action under the Community Development Block Grant under Title 1 of the Housing and Community Development Act of 1974 (PL-93-383) and HUD Grant Number DR-2013-01-B-1 Is located in the 100 year Floodplain. The proposed project is located in the City of Joplin, Jasper County, MO at the southeast corner of 26th Street and McClelland Boulevard. The purpose of the project is to develop 18+ acres land donated by Mercy Hospital to the City of Joplin into a passive public park. The park will serve as a link between different area parks and encourage recreational opportunities, while creating a place to memorialize victims of the disaster. The park will also increase community gathering spaces and ensure adjacent LMI residents (adjacent Senior and Assisted Living Center, a proposed early-childcare development facility, as well as a proposed Autism Center) have access to open spaces. The park would include amenities such as: open green space, trails, and benches to serve as a continual transition between Cunningham Park and Irving Elementary School. The location of the existing floodplain is currently in a paved parking lot area and mitigation measures include removing the existing asphalt and converting the area into green space. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
