This is a non-mandatory conference, however attendance is highly recommended. The STRATFORD HOUSING AUTHORITY will receive sealed proposals until the date and time stated above for the 2013 Insurance Claim Re-Roof Project for project 86-1 in Stratford, Oklahoma. Bids will be submitted for all necessary labor, materials, equipment and supervision to accomplish the described work and other related miscellaneous work. A non-refundable $20.00 mailing fee will be charged for UPS or FedEx. All non-bidders will forfeit plan deposit. An electronic PDF version of bidding documents may be obtained from the Architect for a non-refundable fee of $25.00. Bid Security in the form of a certified check or bank draft payable to the Stratford Housing Authority, U.S. Government bonds or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted with each bid. Security checks will be returned to all but the three lowest bidders immediately after the bid opening. The three lowest bid securities are retained until the contract is awarded. Each bidder shall complete the NONCOLLUSIVE AFFIDAVIT, Certification of Bidder regarding EQUAL EMPLOYMENT OPPORTUNITY, Certification of Bidder regarding NONSEGREGATED FACILITIES, Statement of BIDDERS RELATIONSHIP, BIDDERS QUALIFICATIONS, REPRESENTATIVE/CERTIFICATES/OTHER STATEMENTS OF BIDDERS and submit them along with Contractors bid for performing the work and Bid Security in the bid package. The other documents (FORM OF CONTRACT, SECTION 3 CLAUSE, PREVIOUS PARTICIPATION CERTIFICATION, etc.) will be required if you, as the Contractor, in fact, are the accepted bidder on the project. The successful bidder will be required to furnish and pay for satisfactory performance, payment and defect bond or bonds or other acceptable forms of guarantee. Any addenda issued during the time prior to bidding are to be acknowledged in the proposal and in closing a contract, they will become a part thereof. The Owner shall have the right to reject any or all bids and to reject a bid not accompanied by required bid security, or other data required to be submitted with the bid, or to reject a bid which is in any way incomplete, irregular or non-conforming. It is the intent of the Housing Authority to award a contract to the lowest responsible bidder provided the bid does not exceed the funds available. The Housing Authority shall have the right to waive any informality or irregularity in any bid or bids and to accept the bid that, in its judgment, is in its own best interest. Attention is called to the provisions of equal opportunity and payment of not less than the minimum salaries and wages as set forth in the bidder's packet. This contract is subject to the conditions of Executive Order 11246, which prohibits discrimination in employment because of race, color, religion, sex or national origin on federal or federally assisted construction contracts. Instructions relative to compliance with Executive Order 11246 and Section 3 will be given at the pre-bid conference. This contract also is subject to the provisions of Title VI of the Civil Rights Act of 1964. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Housing Authority.
