(First Published March 2, 2015) REQUEST FOR PROPOSAL The Eastern Shawnee Tribe of Oklahoma is seeking a qualified Design/Build Construction Team to design and construct a Child Learning Center that is approximately 6,000 sq. ft., plus an additional 2,000 sq. ft. multipurpose safe room. The safe room does not have to meet FEMA standards. The future Child Learning Center will be constructed south of the Eastern Shawnee Wellness Center, which is located at 10135 S. Bluejacket Rd. in Wyandotte, Oklahoma. This property is located behind the Outpost Casino on Highway 10c near the Missouri/Oklahoma state line, north of Seneca. The Center will be wood framed and have ingress/egress to the south side of the Wellness Center. A circular drive will include a canopied drop off location. The entrance will be modeled after a little red school house theme. The remaining design theme will match the building currently located. Existing parking will be use. The Center will house up to 60 children, ages 5 and under; as well as 12 full-time, and 2 part-time employees. There will be 5 class rooms, one office, and one storage room in the structure. Each class will have direct access to a restroom. The Center will include a large, full service kitchen with built in appliances. The Tribe will evaluate the Design/Build Construction Teams capabilities based upon the point system described below: The Design/Build Team's experience in designing and building projects similar to the size and scope (purpose) of this project: 0-25 points. The Design/Build Team's demonstrated ability to meet design/construction schedules within 180 calendar days: 0-25 points. The Design/Build Team's financial strength and insurance/bonding capabilities: 0-25 points. The Design/Build Teams previous experience in working with the Eastern Shawnee Tribe: 0-15 points. The Design/Build Teams Indian Preference: 0-10 points (5 points for the design firm, and 5 points for the construction company). The project is subject to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 1701u and 24 CFR Part 135 which implements the Act. These regulations will be incorporated into all contracts and subcontracts. Applicants can be a partnership, corporation, association, and/or other legal entity which will have contractual responsibility for the project. A proposed joint venture should provide profiles for all the firms in the joint venture. This project will be performed using U. S. Department of Housing and Urban Development (HUD) grant funding. The Corps of Engineers will provide technical support at every phase of the project. A pre-bid conference will be held on March 9th, at 10:00 a.m., in the "Education Conference Room", in the Wellness Center. At this time, the bidders will be able to see the exact location where the project will be, and receive answers to questions. From that point forward, all questions must be submitted by email (no phone calls or in-person question will be taken). The Tribe's answers will be forwarded to ALL bidders who attended the pre-bid conference. Bidders must provide seven (7) Qualification Packets, addressing all items above, plus floor plan, elevations, and cost estimates by CSI 16 division breakdown.
